Embankments, stations, and pavements.

Known issues:
- The walls are a bit tricky to place. They are meant to overlap each other.
- If you only connect the stations by tunnel, then the police can't reach them, and I think fires can only be put out by helicopter.
- The pavements do not show shadows. This appears to be a game issue. It used to work.
