Diamond's particle manifest!

This allows my custom particles to work on some mods i've created without conflicting with other mods. (Mods containing particles_manifest.txt file will conflict with this, nothing I can really do about that)

Pure black Smoker smoke FX (Doesn't conflict with mods containing blood_fx)
T-Virus Vial Reanimation (Doesn't conflict with mods editing Boomer particles)
Green laser sights! (Doesn't conflict with mods containing weapon_fx)
