Electric heating plant that can be placed just about anywhere. Requires huge amounts of electricity. Best built near power plants.

It should use 20x less electricity in my opinion, electric heaters convert 100% of electricity into heat after all

It will just siphon power from nearby substations if there is no line directly connected to it.
