描述

Improved raiding event “Fire and Blood” by adding 2 more options for “capture skilled slaves” (development grow).

New target province can be other random owned province or vassal random province (both as long as development is < 15, like in original capital option). This way there is no longer need to switch capital province to take best option in raiding event.

Can this be fully updated and increase capture chance?

When raiding capitals or normal cities, is it possible to increase the success to capture courtiers from other realms or at least the children of the respective rulers and make them concubines, as it is the case in Ck2? Because unfortunately in Ck3 Paradox has set the success of capturing people while raiding to zero.
