Infoboards adds a very simple way to inform your players about whatever you want.

This addon adds a single entity to your game - the Infoboard. This entity takes the model of a clipboard with a modified texture that can be edited by its owner to show any message in any color. The message and color can both be edited in the board's properties (C-menu -> right click -> Edit properties...).

Upon using the Infoboard, a custom-painted message will fade in under the player's crosshair, then fade out after five seconds. That's all, it's a very simple addon.

This has been confirmed to work with PermaProps, and only editable by the original owner in DarkRP, which likely also means with CPPI.

You need to resource.AddWorkshop( "2215911461" ) since this has a custom material.

I made this to explain some features on my DarkRP server, and thought it might be a waste not to upload it.
