Equipment worn by a soon-to-be recruit lose their uniform tag when recruited, this is the one and only way I've found to remove equipment tags.
I made a mod that makes a guy to do this trick with, but I realized this mod lets you do it with anyone anywhere! It has been very helpful.

I hadn't tried dismissing them and then just leaving them as they go into Tech Hunter Shopping package by default and start walking away, so i guess Ruka has decided to become a Tech Hunter trader.
if you dont have any saves beforehand and you want Ruka back you can open the modding tools when launching the game, find Ruka and edit their dialogue package to have a recruit option.
use the new mod to recruit them then deactivate it after.
I guess the engine does not save something to do with the player on NPC's.
