Germany can, though decisions unlocked by a focus, puppet Hungary, Romania, Finland, Bulgaria and Spain.

Yugoslavia will be divided historically between the Axis powers, adding a decision to release "the Government of National Salvation"(Serbia) complete with original portrait, which will become available after Yugoslavia's capitulation.

If Germany of her allies take control the designated states; "Mittelafrika" can be created as a puppet of Germany (Non-Aligned or Fascist).
