Sullen Skies should work with any lighting config as my mod only tweaks the cloud and overcast systems which are separate from any Lighting conigurations.

do you know if running "Sullen Skiez - Anizay" or any Sullen Skies for that matter, while also running "Livonia Lighting - Anizay" is compatible?

I didn't, this mod only tweaks the clouds/overcast classes, It doesn't modify the lighting in anyway.
