Makes the cars more colourful.

I was always dissatisfied with the dirty demeanor of the civilian cars and pickups you see on basically every map. So I just brightened their alpha channels a little. The result is that now every civilian car in regular rotation will have more saturated, defined colours while still retaining a slightly dirty look.
