Doesn't work as video suggests. Places and is a blue(water?) line, move it into place, still blue. Maybe got broken with recent DLC, but doesn't work any more.

It doesn't work, instead of removing the blue hole it adds it

I must be doing something wrong. When I move it over the blue area, it just stays blue. Nothing changes
