Precipitation Tweak

描述
Make it snow instead of rain. This was borrowed from the Winter 2035 mod and simplified to make it easily tweakable for any type of precipitation. If one tweaks this, any type of precipitation could be used in scenario.

this should be depreciated since we have a command to change from rain and snow on the fly.

that override would have to be written for each and every map out there that has its own config for sounds...hence the reason why Stazow has a weird color sky

also couldnt you make an override for the other maps so that your sound like wind or somthing went over the rain saound?
