The biggest problem for me with RICO is that it messes up the game balance (stats) because you can assign whatever number you want to how many people visit / work at / live in buildings, and each creator who publishes RICO buildings has different opinions as to what they think is right. So, if you have someone who thinks that a commercial building should have a "realistic" number like 350 shoppers or a residential tower with 150 residents, what they cause is a GIANT mess of traffic and services backup all over the city. The default game assigns numbers to buildings that might look unrealistic, but they are at lower levels for game balance and AI performance.
Might I ask, when you say that the mod has a lot of issues that affect gameplay too much, do you mean like...as-is, or when it's used as a RICO building?
You can of course easily turn it into a RICO building if you wish to use that mod, though.
