There's no solid eta on that yet, but it is on my list! It will be just like the new BTOs and it will be a level 4 building!

Yes you can! As long as you don't plop it via the RICO interface. It will grow from zoning.
However, you wont see the building up animation though. That is what i noticed.

So if you still like the building up animation, and have a decent population size for the building, trying using this mod: Realistic Population and Consumption Mod v8.3.2 . It will give you a decent family size based on the volume of the building without using RICO, and still have the building scaffoding animations
