I apologize if this is already the case, I say this preemptively as I took a few minutes to test but couldn't make it to the point I could recruit a dragon mage. I built the noble building and confirmed they come from there, but none were available. Maybe I have to build the mage building as well? I don't have time to get to that point atm however and am knee-deep in a Vampire Coast campaign already, but am looking toward the future and just have this gut feeling they aren't compatible based on current experience with modded heroes and lords.
