If you're using Highlander v1.26.3 or higher, you do not need this mod anymore.
The bugfix from this mod is now integrated into the BETA version of the Highlander.

It looks like the culprit might be [WotC] RW Realistic Non Self Building Facilities,

Seems it overrides UIFacilityGrid_FacilityOverlay. However it does not show me that in the overrides tab menu of alternate mod launcher.
Hope this helps anyone that has the same issue in the future.
I'm not saying your mod is at fault in any way. I use many of your mods and they are always stable as far as I can see. It just seems to be a bad mix of mods. Not a clue what is causing it as I can see nothing else touches UIFacilityGrid_FacilityOverlay.
I can live without this fix, it was just a pet peeve fix that I figured I'd use but the lag was absolutely horrendous. Thanks for your great mods nonetheless -bg-.
I can't for the life of me see what mod I'm using that conflicts but it seems to not be lagging now I've removed this one.
