Added Global Timer for Sequencing
Added Save feature!
Players with allowedRanks defined in the confettycannon_config.lua can type !savecannons for saving all of the cannons on the server with defined interval.
The ConfettiCannons get Spawned automatic on MapSpawn if a savefile for the map exist

Added Configurator Tool for defining a Interval for each confetty cannon.
If an Interval for a Cannon is defined then the Cannon will shoot automaticly and cant be used via Use anymore.

ATTENTION! The Glitter Confetti only works correctly in Maps that have working CubeMaps aka ReflectionMaps
