Do mods (specifically ECE) work on base skyrim, or only special edition?

See title. I am *this* close to getting this project to work, but ECE claims it does not see my saved preset.

I really have not followed ECE on 32bit side for a while, but it did run in LE. I just preferred Racemenu myself, so I never got too deep with ECE.

To answer the title: yes. Mods made for LE still run with it and after asking around in Discord, ECE should be running just fine as well.
