No idea what's possible with the modding system for the game, but here are the things that are currently bothering me that I'd like fixed:

• Allow mothers to be in a holding cell if they don't have a family cell available to them so they don't starve while standing still in a random room.
  
• Fix visitors being able to call a boat at any dock (including docks that have visitor transit disabled) while they're nowhere near the dock and tying up the dock until they slowly make their way over, causing imports to stall and people to starve.
  
• Fix pipes and electrical cables randomly having construction cancelled on arbitrary tiles.
