Workshops Don't hold proper amount of workers
I was wondering why my unemployment was so high even though I was building a lot of workshops.
I then realized that they were not populating as described.
A TV workshop is supposed to hold 36 workers, but mine only have spots for 18.
Same with the VR workshop only 18 slots (6 per shift).

Is there a law or some other factor I might have set that is causing the reduction?

Found it. There is a law to reduce needed workers. The workshops got reduced because they got classified as service buildings.
