Any mods that make cars ai smarter I can't seem to find one, I have the lane changer mod for small issues but I can't just do that everywhere would take hours and hours to do all

Use TM:PE. Then after loading (or starting) the game, go to its options menu. Here enable the option called 'Dynamic Lane Selection' and set the corresponding slider at 50%.

Besides that, the mod offers many other options that influence traffic behaviour.
