The discord is ABSOLUTELY the best place to go. There is no up to date guide to my understanding. When you are in the discord you can get a mod maker role during role selection, and that will grant you access to the modding community.
They are INCREDIBLY welcoming and patient with everyone. A really kind community of people trying their best to honestly help out anyone who is interested. I have no modding experience and am working on my first mod there now, and they have held my hand through the whole process. For someone who actual modding experience, I imagine their help will make an easy process easier, and for someone new like me, their help makes it all possible.
So if you want to make a mod, join the discord, and just ask for help in the mod channel.
