Boodies are always bound to a specific character, like male fighter or female rogue for example, so make sure you try with the right character.
All workshop content requires you to leave the game, download the content, if you have automatic download disabled, and re-enter the game.

I'm having the same issue. i got the qbone mask and it doesnt show up on any class. same with some otf the body types too.
