Do you have more than 12 factions active? The game is iffy about that, and still hasn't been fixed. Vanilla Expanded Framework is supposed to fix it, but I've found it still happens often if I select too many factions. That includes hidden special factions like bugs and mechanoids.

I've found that regenerating the world with a random new seed sometimes fixes it, so maybe try that. Just keep making a new world until it works, basically. This assumes that you're facing the same problem, of course, but it sounds like it is.

alright, tried to reduce ammount of factions on map and few different seeds still no factions so it means I need to go through all of my mods to see what causes this
