Making new passives requires you to use a program like Visual Studio to make .dll files which are the code files that the editor uses to read the passive abilities.
Luckily for you, this part is pretty easy, there is already a database website that you can use to find the specific id's of passive abilities and card effects in the game, that you can simply copy and paste into the visual editor, then simply change the numbers or effects.
For instance, even if you don't know how to use visual editor, you can copy and paste the effect from jikans passive, that gives all dice +1 power for every 5 bleed on yourself.. Then you can simply change the effect from bleed to protection / bind / haste, or whatever, and now you have a new effect that gives you +! power to all dice for every 5 haste on your character, or every 2 or 3 if you changed that number as well.
However, to create a more complicated passive ability, it will require you to mess with the program a bit and become more knowledgeable to be able to create a more unique passive ability that isn't just a copy / paste effect. For Instance, one of my favorite cards was a gimmick in shadowverse, basically the card stays in your hard and its cost is reduced by 1 every turn, but when it reaches 0, you gain a powerful effect, such as being unforgettable for the scene.
If you want to create status effects, that gets a little tricky, creating effects requires even more knowledge and other tools to help implement them including the icons for it. You'll have to dig a lot deeper to find a guide to help you out with that.
