As for sprite drawing/animation, the general artstyle for RoA from my understanding is black outlines, though not between different segments of a character, 1-3 shades for a color depending on how important the color is, and it's pretty vibrant. Not too vibrant, but not dull, either.
I'd also recommend purchasing Aseprite for your pixel art as the Rivals Assistant has an amazing QoL feature that works with it, automatically creating and naming animation strips and drawing hurtboxes, which are usually super tedious.
