I'd like it for the AI not myself. Think a scenario where the Nazis actually developed some uber super game changing weapons that causes them to spread almost unhindered.

Custom Game Rules, max out the slider for Germany. Alternatively use the ~ key type "tag GER", type "research_all", then switch back to whatever nation you were via "tag" and enjoy the chaos. If you can't find a Country ID, type "tdebug" to make the tags show up for you. But the Custom Game Rules are easier.
