click library on steam, then from the dropdown in the corner left top you select tools as filter, is that dropdown not working? also, if you go to DL page in you librbary is there no link to the dev tools? what dl tools you want? 1 or 2?

I have the same issue looking for DL 1 tools. tried the library drop down no tools option, checked game properties nothing there either. workshop nothing.
