Raiders are annoying
They come in small several stacks and when I move my army to attack my route is stopped right at there attack zone, and next turn they move away!
Anyone else facing this issue?

Yes, this is in the CAI tables, you reduce the value of it to modify the behaviour. :)

Thanks, I know how to put them in a mod for it to work in my game, but what I don't know what I should modify it too. I just want to be able to attack raiders, since now I cannot!

AI modification is always tricky, higher values, more likely behaviour and less less. On surface, but the values may affect other behaviour too More raiding less whatever else etc. So you can only go in the direction you want and then you need to test it if it has the effects you want :). Trial and Error.
