Did you subscribe to them outside of the game and enable them all?
Maybe you are using epicgames to play CS1? It has no workshop at all, but they can be imported from Steam to epicgames if you own CS1 base game (zero DLC) to copy Steam workshop files over the epicgames. It is easy to do, and a way, way, better option than using Steam itself. Well, less headaches.
