You'd have to add the combat actions to each weapon with which you wanna use Master Strike. Judging by the files a modder used to add clinch attacks to Polearms, I'd say it'd be an intensive and complicated process. So, it's not just a true/false 1/0 fix. You'd need a modder who really, really wants to make it work. Unfortunately, in your case, you might have to make the mod yourself.
