I'm not too familiar with editing maps so this might be a stupid question, but I wanted to edit a map I've download from the Steam workshop. To be specific, it concerns this map: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2730383972.

what I want is to change Vietnam TSL position and swap it so I can play as the Khmer instead, but after fiddling and googling for an hour I'm still making any progress whatsover with the Worldbuilder. Can anyone guide me through this in layman's terms please (assuming it is possible in the first place)?
