The House Rules menu can be accessed when starting a new game or while in an existing game, however in your particular case you'll want to do this when starting a new game/world to allow you to begin with the 4 characters you're being restricted from using.

Keep in mind that you'll need to do this every time you start a new world; the game resets the house rules to default each time you start fresh.
For anybody in the future who may stumble across this thread, it may be due to the character having been created at a point when the house rule was deactivated. This might be what's causing the game to see the character as "too high level" even when the house rule is turned on, but I can't really say with 100% certainty.
There's a slider that suggests the game will draw from my character pool, and I set it to 50%, but I've got ~10 characters in my roster -- most of which are human/elf level 1 -- and despite only bringing 2 as my starting team, I've never seen any of the other 8 anywhere.
I'd rather naturally assemble the party than start out with everyone, but this seems impossible. Also, unless I'm mistaken, Aasmir (and similar other +1 LA races) are dead races, because if you're going to enable these high impact houserules you might as well take Ogres/Trolls/etc.
