1. Download the mod files. If it’s zipped then unzip them.
2.

If the mod contains .assets files, move them into C:/Program Files (x86)/Steam/steamapps/common/Vibrant Venture/Vibrant Venture_Data/.

If the mod contains an Assembly-CSharp.dll file, move it into C:/Program Files (x86)/Steam/steamapps/common/Vibrant Venture/Vibrant Venture_Data/Managed/.

This is a pretty rocky question, as Billy has fallen obsolete a while ago but it's still used because of it's support with existing applications due to it's age. Bob is an approach with the modern standards in mind and tries to fix existing problems with Billy, but a lot of the popular applications don't support it yet, and as such, will continue not to support it until one of them takes a hands-on approach and adds support themselves.
