Creating custom maps

How do I create custom maps? I've been looking absolutely everywhere to find this. I found answers like "use the workshop, duh" but I have absolutely no idea how to do so, and the lack of a large "create" button isn't making it easy on me. So, how do I do it?
(Instructions for using it once it's made would also be appreciated :3)

When you're in the lobby you go into to join an offline game and all the ducks playing are in the tube, instead of pressing whatever button makes you start an offline game, press the button next to "Online", then select "Find Game"
