What the title says. It doesn't necessarily have to apply to all skills, but the main skill I want is Tuning Up.
I'd like to use it like... once a minute instead of once every 3 minutes.
Or more realistically, 10 second cooldown. No need to worry about the costs.

I'd do it myself but I have no idea how to mod.
