How do you see mods being incompatible? Version for old 32 bit game has not changed.
Special Edition does not have Steam workshop. Workshops are always specific to each game. Skyrim LE (32 bit) and SE (64 bit) are managed as different games.
LE form version is 43 and SE form version is 44. Further more compiler update and Next Generation updates to SE made older form 44 mods incompatible with current version of the game.
Use inbuilt access to Bethesda mods from SE launcher, Skyrim Special Edition section of Nexus Mods, AFK Mods (etc.) for SE.
If you want specific mod from LE to SE, either ask aurhor to convert it and post it to suitable site (safest) or learn to convert mods with 64 bit Creation Kit. Latter can get troublesome, if mod includes scripts or script fragments.
