'Enter my own speed' mod?
I saw reference to a mod that lets us enter a specific desired speed rather than using the repeater but I cannot find it. Does it exits?

You're probably refering to Engine Control.
It hasn't been updated in a while, but judging by the Workshop comments, it's being worked on and may function again soon.
