Importing is a very good way to reduce save load. This game gets quite bloated the longer you play. So it is good to do every now and then.

But no. Importing is only needed when you add new mods to already existing game. A new game does not require import.

Quite a few mods don't really require an import, but others recommend it. I haven't imported my game in quite a while and have added mods. But importing is not a big deal either.
