IDK if its still relevant, but... requested/quest items can be given to npc's by walking up to them (not the counter they may be at) and pressing X (x-box controller) and then LB. You'll get a small menu with a single slot for an item, select in your inventory and press X again to put the required amount in. Then Y to confirm.
