The only way to do it is create a mod, and in the tile editor selecting your mod, then setting 1 in the MP field for all railroad tiles
It is not changing the original tiles, don't worry
If I would like to have my mod not impacting default stuff I would have to create new tiles and use them during map build - and that would be super tedious.

Right now it accepts only positive number so it is always good.
What I would like is to put something like -50 (-50% "bonus") for unit defending from river tile.
This would be compensation so you can cross rivers (or get stuck on it) but you are exposed to being heavily damaged during crossing operation.
Idea behind is to allow AI to push over rivers if it has overwhelming numbers. Today as a player you can easily hold superior force by just destroying bridges.
I guess it is typo error. I was asking for negative modifier to type in -50.
Or it is just another was to say the same thing ;)
