I was wondering if it is possible to provide for each faction tier IV barracks in their capital settlement in order to have elite units and bigger garrisons since the very beginning. I understand that it has sth to do with the starpos files but I am not sure how to carry it out.

It would also have to be paired with either fish ports or farms in order to not cripple the AI due to starvation.
