There is many reasons why a texture pack won't display its custom textures in-game. Here are the things you should check with your custom textures:

-Does it have the exact same name as the original vanilla texture? (Custom texture .png files need to be named the exact same thing as the texture they're replacing, otherwise it won't apply to the game.)

-Is its canvas size the exact same as the original vanilla texture? (A custom texture replacing a texture should have the exact canvas dimensions as the original vanilla texture otherwise it won't apply to the game.)

-Is it in the wrong file directory? (Textures should always be in the Images folder of a texture pack, although some have textures have specific folders meant for them, though those folders are always inside of the Images folder.)

-Is the custom texture image file corrupted? (While rare, it still is a possibility.)

If you still can't figure out why the textures won't apply to the game in your texture pack, it would help if you gave more information about your problem.

Thanks so much for the comment! the problem was when i saved the file i forgot to save it as twice the size. (like how terraria has the sprites)
