In my case it was the preview image that caused the issue. Didn't matter which image I tried to add.
To fix it, you can remove the following line in your .vdf file:
"previewfile" "X:\\Users\\Username\\Desktop\\Bilder\\2015-08-25_00001.jpg"
It won't have a preview image in the Workshop, but at least it uploads the mod succesfully. Once it's uploaded, go to the mod in the workshop and from there you can add a screenshot.
Hope this helps and we will have to wait for the devs to fix this somehow.

I know, I just don't know the solution and if this works, I will be uploading it without an preview image.
...but the initial upload should include a preview image of course. Here you have to make sure that the file size isn't too big (below 1 MB should work).
The Picture was Full-HD-Res and have a size of 686kB... wasn't workin'.
