New Sectors to start your own empire?

Anyone know of any sector mods which add EMPTY sectors which the player can use to create their own stations etc and expand out from? Only looking for ones which meet the following requirements.

- 4.0 compatibale
- Don't require any other mods to use it.

The game allows you to create your own zones and name them. Things to take into account is that so far, player created zones are not being attacked, so are very safe, and the range for trading.
