I suggest the following:
1. unsubscribe to all workshop items
2. verify application cache
3. restart Steam (a system reboot should also help)
4. re-subscribe to desired workshop items
5. wait for items to download
6. launch FaceRig
Make sure you don't have any limitations set to Steam downloads. https://www.reddit.com/r/CitiesSkylines/comments/2zaqgj/help_steam_workshop_mods_do_not_install/

Note that workshop item flow is as follows, you subscribe to an item, Steam Client downloads it in a special workshop folder dedicated to FaceRig (we have no control over the download or where Steam moves the folders), then when you launch FaceRig, we can see all subscribed items and try finding them in the special Steam workshop folder has allocated for the app, if the items have not been downloaded, we cannot provide them in the application at all (not even a preview). Also, note that we cannot guarantee that workshop items fully work (or don't crash), although we do a lot of checks before they are uploaded to the workshop, but undetectable errors still slip by. The best you can do is actually post on the item's comment section if that particular item does not work for you, so that the owner of the item could check on it also.
There is another possibility to add workshop items manually. From the workshop item's page you can actually download it as a separate archive, extract it and copy the folder to <steamInstallDir>\common\steamapps\FaceRig\Mod\VP\PC_CustomData\Objects\. Make sure you are not overwriting an existing folder, delete it first and then copy the folder in the Objects folder.
