For turrets, the combat stats are not in the "Building" component for the turret, they are in the "weapon" component. The mod you are trying to edit may be only modifying the "Building", so the "weapon" wouldn't even be in the mod.

You can see the ID of the weapon associated with the turret when you are looking at the Building, in the "Combat" section of it. It Will list "Weapon" and then the ID of the weapon for that turret. You need to modify the "Weapon" mod item for that weapon ID to adjust range and damage.
