Modding Countries?

I am trying to make a simple mod that merely changes some of the starting stats of a country. I am looking for the files that control things like government type, culture, religion and whatnot. All the paradox wikis on the subject have me looking for folders and files that don't exist, common/countries and setup.txt.

I have searched the steam install folders as well as the documents folders and cant find the folder and file anywhere (and neither can my computer's search function).

Really just looking for the vanilla setup.txt. Do I need to make one?

This is what I'm looking to change, which is supposedly in the setup.txt file located in the games common folder. This file does not exist. Does anyone know where is scripting like this found?
