Can only have four mods apparently?

There's some pretty interesting stuff in the workshop for Invisible Inc. these days, but for some reason I only seem to be able to have four mods running at once. Whenever I hit refresh and restart, the game just picks four of my mods at random and forgets about all the other ones. I can't see any reason why this would be happening other than "there's only room for five things in the mods/DLC list", which is a pretty silly limitation.

Am I doing something wrong? Is there some workaround I just haven't figured out yet?

This is a bug with how kwad files are loaded which means any mod that is already loaded cannot be overwritten, so when the game tries to do that anyway it will only install the mod partially.
To fix this, go to the game's directory, open the mods folder and delete everything inside. Then you should be able to refresh mods propertly
