Did anyone manage to create a voiceover mod yet?

I've seen a bunch of people in general discussions saying that they were able to make one(or want such a mod) but yet i have seen nothing about it in the Workshop (discussions).

I absolutely loved what the modders did with Coffee talk 1 and would hope to see the same for 2.
I've been holding out on playing 2 so i can start anew with the voiceover mod.
