If you still care about this after half a year, this is mostly just case by case. You can combine reskin mods with other mods by copying the Textures folder from the reskin mod and pasting it into the Carrion/UserContent/<mod name> folder of the mod you want.

Other mods would be a little more complicated to combine, and anything using more complicated Lua scripts would require a few modifications to the levels and scripts.
